Note! Their prices are good but....I have dealt with that dealer and advise you to tread carefully. FWIW, they change their name every few months. They have good reason! Here's their BBB rating under one of their previous names: Nova Autobrokers LLC Review - AUTO DEALERS-USED CARS in Dumfries, VA - BBB Business Review - BBB serving Metro Washington, DC and Eastern Pennsylvania

2006 xkr
I've routinely followed 2003-2006 XKR prices (ie the 4.2's). That sounds like a very good price overall for a 2006 XKR - of course it still needs to be checked out in person or inspected if you are no a DIY. I currently have an 04 with 113K on the odometer running great and expect many more years and miles on it.
On two other occasions I've seen what I considered very good deals, the 04 XKR I bought, and also a 2004 XKR Portfolio edition convertible for $16,900 which I just didn't see the point of buying a second XKR within a month of buying the first - but was tempted. A crappy dealer doesn't ruin the car. If they picked it up at auction for 10K, they are happy making their profit; and you may be getting one hell of a deal. It'll all come down to the condition of the car, but these Jags with their restricted performance and limp home modes almost don't really allow someone to hurt their engines or transmissions.
Plus those 06's likely have the adaptive cruise control and built in bluetooth, two things that have me jealous.

I believe Bluetooth was standard on the Victory Edition and optional on the rest of the models. The adaptive cruise control uses radar to adapt the car's "cruise" function when traveling on the highway. It adapts a suitable speed to maintain a preset distance to other vehicles. ACC was an option but don't think many '06s got it.

Adaptive cruise and bluetooth.
Having adaptive cruise control doesn't mean you still don't have regular cruise control, so if you don't like it, then you don't have to use it. Unfortunately, I have never had the opportunity to even play with adaptive cruise control. I almost never use regular cruise control as I don't really like coasting and then resuming so much here on the east coast roads / traffic. However, I think I would use ACC.
The 2006 victory editions came standard with bluetooth. I believe that most, if not all the 2006 final build-out XKR's came with basically all the options (which really aren't many on an XKR, ACC and bluetooth). Short of getting a build sheet, or pulling out the center console, or linking your phone with the car; there is no simple way to tell if a 2006 model has the bluetooth for sure by looking at it).
