Probably needs some mechanical intervention such as a reseating the cable in a clip or even a new regulator, but worth trying a cheap fix to start with - spray some PTF spray down each runner.

Sorry, I meant PTFE spray.
Short for polytetrafluoroethylene.
Search eBay and you'll find plenty.
You can get it at almost all hardware stores and auto parts stores, a can doesn't cost much.
It's a "dry" lubricant which is what you want for things like car windows, to prevent dirt and dust etc sticking.
Open the window all the way, and spray it down the side channels, two or three squirts each side. Then wind the windows up and down a few times and repeat.
