Default Fuel Not Transferring Across Gas Tank

I have a 2001 jaguar s-type that was having fuel related problems as it seemed it was out of gas even though the fuel gauge read almost half a tank. I opened up the fuel pump access covers under the back seat to find that the RH passenger side of the tank was nearly empty while the LH drivers side was completely full. It seems as if there is a problem transferring the gas back to the passenger side of the vehicle where the main fuel pump is located. The vehicle runs when gas is in both sides but quickly stalls after a few seconds. Filters on pump and sending unit have both been recently changed. I have read about a "jet/transfer" pump on the sending unit on the LH side of the tank but don't really see one or know how it would work. I attached an image of the gas tank that I found online to show what line is not transferring fuel. Any knowledge on the subject would be appreciated.
