XJ - 8 (X308) dashboard lighting problem

Default XJ - 8 (X308) dashboard lighting problem

I have started having a minor problem on my 1999 XJ-8. When I start the car, the dashboard lighting for the right side of the speedometer (middle opening) and the left side of the the right opening - (fuel gauge lights) don't light up well. I assumed it was related to a bad bulb, but after driving around for 10 - 15 minutes, the dash board lights up normally. This just started. Since it eventually lights up normally, I assume it isn't a bulb problem. Does anyone with more understanding of the dash and electronics know what this is and what I should pay for fixing this at my local independent shop? Are the dash bulbs incandescent and if so, should I have all of them replaced if I decided to pursue fixing this? Attaching photo. Thank you.
