This is a link covering immobilization issue and the pin from the SLCU to the ECU is Red 35 . I would think it would be a digital enabling code to reverse the immobilizer but then it could be as simple as adding a ground or DC voltage discrete .
What do you mean by unlock? There isn't a lock per se on the ECU. IF you want to change a parameter, those are all hard encoded on a chip, so you'd need a chip burner and the software ( and knowledge!) to do that.

The fuel inhibit is encoded communication between the ECU and security module. However, North American spec cars don't use it.
