Doesn't it have a locking access panel over it?
My favorite web-shopping auto parts sources don't list one and a quick search on eBay turned up 2004-2008 fitment...not saying you can't find one for 2002 in there somewhere but it didn't jump out at me.
FWIW, I have found the 2003 S-type cap is common to my 2003 F-150 but not to the 2005 S-type. Maybe check around and find a Ford or other more common model that has a common cap and go that way?

Newby - the gas cap door has a pin that locks it when you lock the car. Mine was stuck in the open position so I hit it with a little WD-40 and it works like new. You can access the relay from inside the trunk.

The flap locks as said above, however it is worth checking your fuses, and the lock mechanism itself. It is really easy to get to, and it even gives you clear instructions how to access it in the owners manual.

Unfortunately, mine is not working ( I can move the mechanism easily with my hands.) I'll have a look at the fuses tomorrow in the sunlight, hopefully it is just a fuse.
