Default Fulcrum bolts

Hi all. I am in the process of replacing the front cross member on my 2000 jag xkr. Does anybody know if it is necessary or recommenced to tighten the fulcrum bolts with the suspension loaded or hanging. I think it would be best to do in the loaded position but i have not seen this addressed in any info i've read. Thanks: Lifts

I do not think it makes any difference, but like you I would do the final torque spec with the weight on the wheels.
