Default Loose hose at firewall

Just found this1.5" hose not quite connected to a permanent fitting at the firewall. The other end goes to the wheelwell. There is one on both sides. Any idea what this is and what is its function?

Thanks. Tightened it up, seems okay now. Good to know it's not critical to the running of the car.
