Default '02 S-Type - radio won't power on

New vehicle to me and previous owner wasn't nice to her and now I'm trying to bring her back. Has AM/FM/Cassette with CD changer in the trunk. No amp and no subwoofers. Says Premium sound on the radio itself but I suspect it's just the standard radio. Problem is the radio won't power on. I check fuse #2 in the fuse panel in the front passenger foot well and it is good. This is the one that is labeled Radio in the online description I found. Everything else seems to be working except the cruise control won't turn on. I pulled the radio / HVAC module and all the wires appear to be connected and the pins in the connector appear to be okay. Plugged it all back in and reinstalled and still no power.

When I press the volume knob in to turn it on I get nothing. No lights day or night show up in the radio. The HVAC works and lights up as it should.

Is there a fuse inside the radio? Is there another fuse that provides power to the radio besides the #2 in the passenger foot well?

I am upping this topic as it's the first that pops up if one searches via google and I want to save time to someone else facing the same problem I did.
My '99 S-type Jag's radio did not turn on despite the F2 fuse in the passenger fuse compartment, exactly as this original post.
The rest of the forum suggests only to check the F2 fuse, but after much searching I realized that also the Cellular/navigator fuse (a 20A fuse in the same passenger box) if borken can stop the radio to turn on, even if you don't have any navigation in your system.
So make sure also that fuse it's ok. Fuse is F18 (20A)

Knowing this would have saved me plenty of time!
