Default Clouding Clear Coat...

My 93XJ With 90% nice original paint, my Jag has a few spots where the clear coat has clouded and is actually powdery. I can scratch it with my fingernail and it comes off revealing the paint underneath. Can this be fixed? I'm thinking of just scraping the bad areas away and polishing it. There is a spot on the trunk where the clear is completely gone and he paint is exposed. It looks better then the cloudy parts as it is green, but barely less shiney than the clearcoated part. I'm wondering if I can remove the cloudy parts, re shoot clear in those areas and wet sand. Has anyone dealt with this problem? Any ideas are welcome. A repaint is not an option as it's hardly worth doing on a car this old.
