Default Torsion bar adjustment

Started on the cleanup of the disassembled parts for a series II.
Is it normal for the splines on the adjuster end to be very tight between the bar and adjuster?

71 both ends are actually adjusters but no unless rusty or extremely dirty they should tap off.

The front end slid off (after lock bolt removed) but the rear needed a puller to remove and will not slide on again even after being cleaned.
Any idea what I'm missing?

Without a good picture it is hard to say---clean them both well!
