On the E-type Germany required safety knock-off. The 3.8L e-type had saftey knock-offs just for Germany that were of a different design than the Series II e-type's. My understanding is they were concerned that someone would get tangled up in the winged knock-off. My though is that if you're that close to the knock-off that you may contact it, you have more problems than just the knock-off wings.
That's what I heard as well and I agree, if you are close enough to get hit by the spinner you are likely in a world of hurt regardless. Think that weaponized spinner in the movie Goldfinger created an impression that resulted in bad policy.
The rounded knockoffs were introduced due to DOT regulations beginning in model year 1968. These were the same DOT regulations that mandated the open headlights, rocker switches in place of the toggle switches, headrests on the seats, and other changes all in the name of safety.
I agree, with regards to the knockoffs, if you were going to get hurt by the knockoffs you had already come in contact with the car. For sure the eared knockoffs were going to make your day even worse.

I agree that the Series II version of the safety knock-off was due to the DOT Regs, and the first time required in the USA. But there were other designs prior to that and they are listed in the 3.8L E-type spares parts book. I've have seen pictures of the earlier version, I believe, In one of Tom Haddocks books. They looked like the winged knock-off with about 90% of the wing removed.
