If the scratches aren't massively deep just sand them out, this is how bodyshop's tackle it. There's plenty of material to do this as most bumpers are 3-5mm thick. This method also eliminates any chance of cracks forming where the different materials react with heat or slight knocks. If the damage is more substantial then get a pu kit from any automotive body shop motorfactors, I use a product called indasa pu plastic repair adhesive which I highly recommended.
