Very not legal. They sound fantastic though, IMHO

The tune doesn't really alter the sound beyond the cats themselves. Know however, that even with a tune you would still not pass CA smog.

Illegal. And illegal. However, the smog checks I've had done so far haven't even required me to pop the hood. just an odbi ii port connection and 80 bucks for 5 minutes. perhaps the smog guys I use are negligent, but I've asked them about this when I was stock and had nothing to lose and they told me it was standard. mileage may vary.

You are correct, thats pretty much the standard practice I have seen. If you are throwing a CEL from the cats, it's an obvious fail though. And I confirmed with VAP that the tune to remove the CEL from downpipes essentially just sets the O2 sensor portion of the emissions check as "not ready", which will also be a fail.

If you're running 200 cell cats without any sort of tune and they aren't throwing a code, you should be fine
