Default Adaptive headlights question

I wanted to ask if this is a normal thing...I noticed that the adaptive headlight function (where the headlights turn with the steering wheel) only works at speeds above say, 10mph. In my BMW, the headlights turn with the steering wheel, even if it is stationary. Normal?

Yes, normal. I'm sure it's in the owner's manual, but don't have mine handy. At low speed there are LEDs that shine to the sides, and the lights move when the car is moving. I think it's 20mph, but am not sure.
