Guess I got the Golden Goose on this one, even the techs said they had never seen this before.
The part is less than $200. My dealer quoted me $1000 to fix the issue so I bought the part and did it myself. I needed to pay them for the diagnosis but the installation was something I could do at home without much trouble.
Chiming in as I've had this same symptom on my '23 for the past four months (exterior passenger door handle motor "clicking" and going in and out on its own). This failure only occurred when the vehicle was first approached by a user with a key and a door was opened, as well as immediately following stopping the engine and exiting the vehicle. It would stop when either the vehicle was locked or the key holder stepped away from the vehicle (out of range of the passive entry sensor/system). As my car is still under warranty, I took it to the local JLR dealer and here is what they did to repair the issue. In short they replaced the door handle complete assembly, T2R1087PAB. Door handle problem resolution.
Thanks for the info. We got the car back yesterday. Pulled into the garage a immediately observed the same problem with the handle popping in and out so I guess it was indeed more than just the actuator which was all they replaced. I will forward this info to the service writer when the car goes back to the ship next week.

Sounds good. Please note that the part number for the door handle assembly is exterior paint color specific AND side specific AND with or without passive entry specific!
Update: Was almost able to pickup the car again today and they heard the handle try to pop out after detailing. Back in the bay it went. So now they are ordering a handle, latch and cable assembly. What the lead technician believes has happened is that there was more than one issue going on not sure what came first but they determined the latch was sticking which they believed caused the handle motor to shortout internally which is what they replaced first. The second issue which may or may not have contributed to this who thing was there are 4 microswitches on the latch assemble and it could be anyone of them that is shorting out internally causing the alarm to sound when locking as if late. They decided to replace everything today. Hope to have the car back Wed.
It’s crap like this that reminds me that simple is better. Part of me would prefer an old fashion basic handle, but in the case of this car the flush handles are such an important part of the clean look. Unavoidable ;-o
