Clever boy. Now why didn't I think of that. It looks like about 2,200 rpm cold, and 2,400 when it's warmed up.

If it was reaching 8,000rpm on cold startup the rear windscreen would probably shatter along with your eardrums.

I'm interested if anyone knows of any engine failures across any car models that was attributed to not following the running in requirements from the owners manual? Surely it would be next to impossible to prove, and if it was required it could easily be enforced in software?

None of the docs I have specifically discuss the ECO system. The transmission doc is interesting on its own, but it does discuss (p. 6.31) the 'Hydraulic Impulse Storage Device' (HIS), which is used to provide transmission fluid pressure during restarts.
