Mk IX Steering box leak

Is this leak, just the top cover gasket? or is there some other issues internally with steering box?

It certainly seems to be coming from under the top cover. Are the bolts holding the cover on loose or missing? Have you had the cover off, and if so did you use a gasket to put it back together?
