2003 s type low beam issues

2003 s type low beam issues
Hi, I have replaced both the low beam lights,the passenger side was bunt out and after replacing it still not working. I switched the drivers side bulb and ballast(starter?) still no luck. so both lights and starters work on the drivers side, nothing on the passenger. Any suggestions on what I can try next, Thanks
