Actully this has jumped around depending on the year of the car. Even the last 2008 S Type R had the option to add the chrome strips. All the previous R's had no chrome on the bumpers.
Interior wood is similar. The 2008 STR finally got a lighter color wood along with the silver colored option. Before that all R's had the dark wood.

The chrome bumper and trunk trim is standard for all models except the R. In the US the sport trim was treated as an option. Now in Europe they treated the trim packages like models. They list various motor/trim combos as models like 2.5SE, 2.5Sport, 3.0SE, etc. The manual 3.0 cars in North America were basically sport trim cars, but from what I understand the chrome trim could be added as a luxury package. And, like tbird6 stated, they also made that luxury package available on the R in it's final couple of years.
Here is a 07 R with luxury package...Note the wood steering wheel and dash.

One of the interesting things I noticed is the 05 STR has a body color trunk trim but 06 and up has chrome trunk trim.
