Factory HID intermittent, need advice...

I have been reading these forums for weeks as I was making my decision to purchase a used 2003 3.0 S-type. These forums were filled with great advice.
Anyway, the factory HID's are acting up, so I would like to ask for some feedback as my searching the forums has given me some answer's but not all the confidence to go forward...
Here is my situation:
- When light switch is turned to 'on', the HID lamps will randomly ignite.
- I may get LH only, RH only, Both Ignited, or neither ignited.
- It may only take 1 cycle of the switch to get both ignited or it may take 20.
- If neither ignites, the relay's still activate 12v to the lead.
I believe that both ballasts are at fault. I have checked & cleaned all lighting fuses & relays, swapped relay's with horn relay, checked for 12v at connection, cleaned connections, so I am left with failing ballasts as most likely (unless anyone has a better guess).
My questions are (now that the free stuff has been checked):
Is it best to order the DDM Hid kit? And if Yes, Do I order any additional components (wiring harness, dual in-dual out) or just the base kit with D2S?
OR
Is it better to purchase OEM Hella ballasts? (they seem expensive and elusive)? And if Yes, where is the best source?

From a financial standpoint, it's best to order the DDM kit. D2s bases. You can also upgrade to 55w. They have a lifetime warranty..
Your car doesn't need harnesses as far as power but I would call them to make sure the connectors on factory ballasts are the same - I believe they are - just standard 9006 connectors.
