Default radiator hose

I have a 2000 jaguar 3.0 s-type.

Here's my problem, when my car reaches operating temperature, i noticed that my top radiator hose is hot but my bottom radiator hose is cold. Is this normal? If not, what could the problem be? Thanks in advance.

Post S Type Coolant Recovery Tank

If loosing coolant, I would search S Type forum for "Recovery Tank." My 2001 just exhibited all of symptoms below, when the tank got replaced everything now would run just normal. The cracked recovery tank is a known problem for S type.
Symptoms:
- Fan keeps running after engine turned off
- Leaks of coolant under driver side (US) wheel well or right underneath driver seat
- Check Engine light comes on occasionally
- No heat or only luke warm air from heater
