Question S-Type 2005 HID self leveling Headlights

This is a follow up to my earlier post regarding Self leveling headlights.

I need to explain that I have not had the car long, and noticed the RH was drooping so I carried out the screw fix.

Every thing seemed fine and the sweep up and down worked.
After about a week day use only when I used it in the dark the lights were down and the sweep did not work at all.

I have established the both stepper motors buzz when lights are turned on, but nothing happens.

Here is my theory....
the LH sweep may have not worked since I got the car, it failed or was locked by PO pretty high so being a new owner I did not notice it.

The RH sweep worked but had the dreaded droop, when I did the screw fix the lights worked and the RH sweep fooled me into thinking both were working (its a RH drive and I am new to SL headlamps and the car).
I now want to know, if there is an internal stepper linkage that can fail, because it seems that mine may have both sides failed.
can you remove the steeper motors without taking car apart?
if the front bomber has to be removed I see directions on here but I don't see anything about the headlamp washers removal other than they break easy.

I am still hoping for some information from members on this?

At the moment the LH seems to be high and the RH down, and the motors just buzz.

Anyone know who makes the repair kits and how much?
also the radiator shield plastic fasteners I need 4 of them
