I have a '98 S-Type. At slow speeds like when I'm turning out of a parking space the steering wheel stutters a little. I've mentioned this to the dealer several times and each time he tells me it's normal. My factory warranty is expiring soon so I want to make sure they know what they're talking about.

All I got out of that thread was that there's an additive for steering noise. I called my service writer and he was very familiar with that particular service bulletin but maintains that that's not what is going on with my vehicle.

 

At $12.00 for the small amount of majic potion, it has cured steering wheel noise, cooing and slight hesitations (stutters).

Also possibilities the rack or steering pump.
