Use a small cold chisel and work your way round the circumference of the base of the bearing base to separate it from the Hub.
A bearing separator would be better and only cost about $10-15?
That is completely normal for the bearing half to remain on the hub.
I use a cut-off wheel on a severe angle and then a 'cold'chisel' to break/split the bearing ring and remove.
