Help with the Decal

I need help with the commemorative decal this year. I'm at a bit of a creative block. Here's what I have so far. It's not great. Any graphic designers out there?

So what would your concept look like swapping the forest background with the Leavenworth background?
Flag colors need a tad more definition and color intensity.
