A/C, Heater fan will not stop....
Before you buy a relay from a dealer, check Autozone. Relays are standard. You can install Mercedes relay in Toyota usually. I was repairing power antenna of XJS, relay was bad, I found one on the floor of my garage, I had no idea which car it came from.

Ok, now and update and a solution:
So, after a week of me troubleshooting and trying everything known to man, having to spend $110 bucks on a new battery;
And after my car spending 3 days at the dealership with them trying to figure out the problem and me racking of a $325 shop bill with them;
The problem turns out to be a faulty, $11.26 relay.
I could just kick myself for not thinking to check the relay first. I was trying to think of the most difficult answer instead of thinking of the most simple first. Well, I guess you live and you learn. I shouldn't feel too bad I guess cause it took the dealership a while to figure it out as well. Hopefully, this will help someone else with a similar or same problem.

jahlenin, you have a few possibilities based on your year car (I am assuming you have an X-Type). If you have an early (pre-2004.25 car), then you need to be looking at relay R20 in the dash fuse box. If you have a 2004.25 to 2009, then you need to be looking at R4 in the passenger fuse box. It should be a basic 4 pin relay. Granted, it may have a 5th pin. It just isn't used.
