When you say "top off", how much are you talking? A couple ounces or more than a liter. If it is just a little bit you could get away with that, although it certainly is not preferred. The correct way is to use a 50/50 mix of the correct coolant and water for your car. If you are talking like a liter or more, then do not do that unless it is an emergency situation so you can get home and then daring the coolant out and fix the leaking issue.
