Default clutch pedal gets "hard"

So if I'm driving and shift at a higher rpm or just floor it without shifting, sometimes my clutch pedal gets hard and doesn't come up off the floor. I have been driving with this for about a year with no problems, but it happened today and realized I am still baffled at this. Whenever this happens, I have put my foot behind the clutch pedal and pull it up in order for it to go back to its original position. If the pedal gets hard and sticks to the floor I've found that, with the car in neutral, pressing and releasing the clutch pedal rapidly "softens" it up. Could this be master cylinder or slave cylinder?
