Swap it with another 1 in the fuse box is the fastest way. Past that you need to check power, gound, signal etc to the relay

According to my copy of JTIS (which only goes up to 2004), relay R4 is for the windshield wipers. Can you double-check this number and also be a little more specific what you are doing to start your car? Also, identify where this relay is located (e.g., power distribution box in engine compartment or in passenger compartment).

As far as testing a relay, Google is a powerful tool!

yes it is the wiper relay, and i don't know why but when i connect a wire from a power source to it that's the only way my car will start, and to answer your question it's in the engine compartment, when i take this jumper wire off the relay my car dies, and this relay don't have the normal terminals like 86, 30 and so forth it's numbered like 1 thru 5 so i can't used the regular method to test it, like i know how.
