there is a "correct height" so the one that is high may just be out of adjustment and not the other way around. Yes, they are set to a specific height, which i don't know what it is right now, so that you don't blind any on coming traffic.

before making any adjustments, make sure you have nothing in the trunk that could weight the car down so your front end isn't pointing up from the weight..

You can make the adjustment with the light on pointing at a wall and getting them close....or take it to a jag dealer where they will check the height, and make sure they are at the correct level and nothing is broken....

an old rule of thumb to set your headlights....

park about 20 fet behind another car at night, or dusk, and adjust the headlights so they do not go above the trunk of the car in front of you.
