At the risk of being the one to cause an 'ewww' reaction, that may be dirt and a severe need for cleaning of the wheel. My 2004.5 had a major case of the 'ewwww' factor but cleaned up well.

If you purchase it, just don't use Mondeo or "aftermarket" parts when something goes wrong. A lot of mondeo parts look similar but they are really not compatible and will cause you more problems than they're worth.
