0206,

Did you pull the codes for your check engine light?
typically we have found the problems of this nature are vacuum leaks, sounds to me like your oil leak is not severe enough yet to cause the problem but luckily you have caught it now.

p0303 misfire detected - cylinder 3
p1316 misfire detected - cylinger 6
p0420 catalyst efficiency below normal (bank 1)
also the check engine light is flashing and car run badly loss of power
and cruise not available?

You might just have a bad coil in cylinder 3. Not sure where you got the misfire in cylinder 6 of P1316. I believe that one is for excess emission and would make sense with the P0420. Check/replace the coil in cylinder 3. When the light is flashing you shouldn't drive teh car. Start there and see what you have.

You must correct the misfire(s) or permanent catalyst damage is the result.

Do not operate the vehicle under conditions that cause the MIL to flash as catalyst damage is occurring.

When P0420 or P0430 are present, they usually indicate the catalytic converter on that cylinder bank needs to be replaced. Changing or swapping the oxygen sensors is not going to eliminate P0420.
