P1647, Any Help it's not the O2 Sensor
Here are the other two options for the P1647 code.
The HO2 sensor 2/1 sensing circuit: short circuit to ground, short circuit to high voltage, open circuit.
ECM failure.

As the O2 sensors have been changed, next step is to test the connection to the ECM (he should measure the wire impedance*), and if this is ok, then I'm afraid the ECM may have a problem, which is rare but happens some times...
*Don't know precisely the wire impedance, but there's no need to finely analyse the values: it's just to see if the signal can be distorted by a problem on the cable or if the cable is ok.

Ey up,
I have P1646 fault which is sensor 2 bank 1 so you may have changed the wrong sensor if yours is P1647 ?
(Linear O2 sensor control chip for bank 1 was other fault which was caused by same faulty sensor).
