P1699 is a CAN Bus failure. This could be intermittent, a one off (confused data stream), or literally a hard failure such as the A/CCM or ECM., or a physical cable/connector failure somewhere along the path. The CAN network basically gets "rebooted or hard reset" every time the ignition is turned to the "0" position.

The simple start to diagnosis and process of elimination is to clear the code using a scan tool. Shut down the A/C if you can (Everything turned OFF). Shut off the ignition, turn the key to pos "2" leave it there for at least 10 seconds (while the entire system goes through reboot and startup diag.), then start the engine, drive as you normally would, see if the code returns. If it does, then further steps will be necessary. This fault is a direct causal effect on the A/C unit.

Sorry to wind back a decade, but how did you get on with this fault in the end?

I bought my 2006 X-Type last Sunday and swapped out the original stereo for my aftermarket Pioneer on Friday. That meant taping up the now redundant fibre optics connection. Immediately after driving off with the new stereo in play the EML light came on but disappeared after I stopped and restarted the engine.

I bought a Bluetooth code reader and Torque Pro is reporting P1638 and P1699 as current faults and P1111 as a pending fault. I’m doing some digging into all of these before I am comfortable enough to delete them.

Notably the previous owner discovered after having garaged the car for the last 9 months that the battery had died and had to buy a replacement before sale, and the passenger wing repeater light had also blown and I had to replace this unit. I understand the former may at least play a part in these codes being generated.
