YCP, to remove the water, you will need to remove the light bulb and let it air out for a bit. From there, you will need to figure out where the water is coming in at. It should only be coming in at 1 of 2 places. The more likely place is around the seal where the bulb is attached to the fog light housing. If this seal is damaged, it can cause what you are seeing. The other place is the seam where the clear lens attaches to the reflector. To fix this, you can go to the auto parts store and they sell some clear sealant. You will need to run a bead of this around that seam. This will be easiest done by removing the housing from the front bumper.

YCP, the "sweating" that you are talking about is the water getting in. The difference between water and "sweating" is the amount of water in the light fixture. Most consider the sweating where there are just some small drops on the inside where the water condition is bigger drops and possibly a puddle in the bottom of the light. If the light housing is working 100%, the only moisture that will be inside the housing is whatever is in the air. So, if you changed your headlights on a very hot and humid day (90 degrees, 100% humidity), then shortly after the weather dramatically changed (ie, down into the 40's or colder, then you can get a true sweating condition. But, if it has been more than a month or so and the fog lights have been used a few times, sweating is not very likely.

So, the fix I mentioned the first time is what you need to do.
