Default Eco Start/Stop

I own a 2015 Jaguar XF 3.0 SC AWD and I have a question regarding the Eco Start/Stop Function.

The outdoor temp as of now is 28 degrees F. I took my car out to do some errands and drove it for approximately 20 minutes. I noticed that the Eco Start/Stop function did not shut the engine down when coming to a full stop. The engine continued running when I would come to a full stop.

I know that the Eco Start/Stop feature is programmed to not work at very cold or very hot outdoor temperatures. Is 28 degrees too cold to have this system work properly?

I am not in love with this feature but since I have it I believe that it should work properly.

Any advice is greatly appreciated. Thank you.
