No horn or fuse

No horn or fuse

Noticed my horn didnt work. when to check fuse and the thing isnt even there. i mean not even the little terminals to stick the fuse in.
i have no explanation on that.....
any ideas?

Yep not there. An empty space. Not even the Metal clips to hold the fuse are there.
