installing wire harness driver's side US model
I noticed today that I had wires hanging down from my left drivers wheel well
Does anyone know the process of changing out this wiring harness?

The damage looks minor and I would not contemplate replacing a loom for that. It will be much quicker to cut and splice some cable in to the loom.
Use solder joints and heatshrink to protect them.
