does anyone know who may manufacture new or repair plastic radio/AC/clock surround?

No , that is some vendor that may no longer be in stock

There was a repair on the mounting ears with metal if I recall

 

The part used to be sold in two forms. With heated seats and EXCEPT heated seats.

The clock and switchpach were sold as an assy with the 'surround' but the plastic 'surround' was NSS by itself.

Probably NLA? from Jaguar.

I believe the XJ40 uses almost the same part but center section is different.
