Right side tail light out

Right side tail light out
Hey. I can not figure out why the tail light on the right side is out. The indicator works, so does the reverse light and fog light, but the tail light does not. I have replaced the two bulbs, no change. Checked fuses, all good. Replaced the panel which all the bulbs plug into, no change either. What could this be? Thanks! 95 XJ6 VDP
