Steering wheel tilt problem.

Steering wheel tilt problem.
I have a 1995 Jaguar vanden plas. the steering wheel tilt is not functional. When i put the key in/take it out of the ignition the motor for the steering wheel tilt does make sound but no movement. Anyone have any tricks to fix it? Thanks.
