2000 XJR: need headlight advice

I've got a 2000 XJR that needs a new passenger-side low beam headlight. According to my owner's manual, the car takes a 12v 55w H7 halogen bulb.
I want to get the brightest possible street-legal replacement bulbs. I see GE Nighthawk Platinums and Sylvania SilverStar Ultra, etc. and they all claim to be the brightest.
I would like your recommendations on which ones to buy. I also have a couple basic headlight questions I hope you can help with too.
1. Can I put in Xenon bulbs instead of halogens? Is that a good idea?
2. Should I replace the high beam bulbs at the same time?
