my son has a 2002 4ltr xjr and the engine cooling fans come on on startup..changed the thermostat still the same .tested the old thermo in boiling water opened ok so that not the problem

Try checking the temperature sensor or could be a stuck relay.

 

As said temp sensor, is the air-con on?
