Thats bs why not? Oh youre in nova scotia maybe they just dont know what theyre doing. They should have no issue, tell them to run imobilization in ids/sdd first or after key programming. If the ecu has immobilzed the car it wont start since its in theft mode.

Thats absolutely absurd. I bet a range rover dealer could do it for you if you don't have any other Jag dealers around. You DO NOT need a new ECM. Thats BS. Good luck.

that is BS...you totally don't need a new ECM...you should ask them to doublecheck and clarity...if they still say you need a new ECM you should report that dealer to Jaguar...

Ask them for the part number of the key they are trying to program.

If it is HNA7230AA1, it is the wrong key blank. ['98-'99 Immobilizer transponder]
If it is HJD7230AA1, that is the correct blank. [2000-2003 Rolling code transponder]

If they have the right part number, then it could have been bagged wrong and not be the right transponder. We had a whole run of those wrongly bagged keys a while back.
They may also may have to do as Brutal suggested, run the immobilization application with IDS/SDD diagnostic equipment. If it thinks it has been violated [alarm set off] that has to be done, IF you don't have a working key or remote.

Just a few thoughts.........

@OP -- both are good suggestions that you should consider and probe carefully with your local dealer. Especially the second one, since there is no key, no fob, and yet they are presumably rambling around inside the vehicle.
