Default P1797 but will crank

I have a 2000 XJR that is on a Battery Tender 24/7. It will crank strongly (not cylinder wash strongly, but normally), but not start. I am getting a P1797 code.

Here are some odd things the car is doing since this has happened, but I don't know if it would be related:

1.The ignition key barrel sticks, but when I push on the barrel without the key inserted, it releases the barrel. Otherwise, you can open the drivers side door and the car dings like the key is in the ignition, but isn't.

2. The amber engine light is on while cranking or not. The wiper turned on the first time I tried to start it after this issue began.

3. Turn signal (left) light comes on, but I can push the signal lever up for right signal and bring it back to neutral position and it goes out.

4. I reset by removing the ground cable from the battery for thirty minutes, but doesn't help.

Could anyone give me any other suggestions to try? Thank you.

Default Wd-40

Shot in the dark: Try lubricating the ignition switch cylinder with WD-40 or equivalent. It is also possible that the ignition switch has failed and is stuck in position I or II keeping the electronics active.
