Shimmy 2002 XJ8 Van D

Shimmy 2002 XJ8 Van D
I have a shimmy at low speed that can be corrected by moving the steering wheel to the right or left, evver so slightly. At 59 MPH the shimmy is at it's worse. Please note the problem was there before and after new tires, tire rotation and balance. The front end is nice and tight. Someone suggested the Rack and Pinnion assembly. There is an electronic valve that controls the "tension" of the rack and a valve that controls the distribution of the fluid.
Has anyone run across this problem?

RE: Shimmy 2002 XJ8 Van D
same problem with same 02 VDP, However the problem was relatively fixed when I got Z rated tires, wheel alignment. Prior to that My new tires roted only after 15,000 miles due to a odd alignment where outside of the tires the tread was almost gone and they looked almost new on the inner edge. The car does not shimmy when I go beyond 65 miles an hour. Its been almost 4,000 miles since new tires and alignment so far no major shimmy problems.
