Chimeing in my 2 cents... Autoenginuity supposedly sells a good jag code reader around $250 + updates. They are in Meza, AZ. They might let you test one out before you buy one. Dunno? Worth a drive before giving up.

(I get stability control failure every time I spin out in loose gravel.... my mech says comp just letting you know car lost traction. But then again, my amber light just blinks for a sec then goes out.)

Ballards problem is different 97. Good idea about the code reader.
The power pins come loose inside the module. They can be soldered back down. I personally have never done it, but a couple of the other techs have, with success. I am about to do mine in the near future for the same reason you are having problems. I will document as I go along.

they never offered it because it is considered tampering with brakes... i have done it many times.. but call it on the work order something different just to protect my self.. repaired module ground.. lol
it is easy to do and takes about 10 minutes to do .. just risky opening it without damaging them.. some company's do offer to rebuild them they charge about 200-400 ..

try cleaning the throttle body
My 1999 Vanden Plas has gone through the dreaded Failsafe engine mode/traction control fail/stability control fail syndrome. After cleaning the wheel sensors to no avail I was told by several Jaguar mechanics in Las Vegas that I needed a new Throttle Body. Since I was going to have the TB replaced the next week anyway, I did some further research online and discovered a posting that suggested "cleaning" the TB.

I completed the cleaning in less than one hour with about $10.00 worth of supplies. I've gone from a car that went into failure mode as soon as I started the car to a car that runs perfectly. The check engine light even went off on its own after two drives. If you are thinking about replacing the TB (over $2400) you don't have much to lose by cleaning it first. Give it a try and let me know how it works.

I have 99 XJ8 same problem lights.
Fixed most of the Jaguar svc issues. Pulled the 4 liter and dropped in LS1 Small Block Chevy.
Looks like it was factory installed and parts are cheap.
25mpg hwy 21 around town.
Andrew at Jaguar Specialties was a wealth of knowledge for the swap.
Some hate it some love it.
Appreciate all you techs do to help us rookies with the Jag quirks.
