Assuming it's a Series II or III with the Delanair Mk II Climate Control......
My guess is there's a problem with the blower relay pack or the blower resistor.
But, to clarify, does the lowest speed work when the switch is set to "Auto"? And then become inoperative only when the switch is set to "low"?
Or, do you not get the low speed under any circumstances?

Well, in that case, I'd say the relay pack and resistor are OK....and perhaps the mode switch itself is on the fritz. Perhaps just a dirty contact in the switch. Try exercising it rather vigorously.
Removing the mode switch for repair or replacement is not especially pleasant
