Heating/Cooling Compressor engagement

Heating/Cooling Compressor engagement
Whew! Third one today!
Am I correct in understanding that the AC Compressor runs whenever the Climate control is switched "ON". My clutch seems to be engaged regardless of the interior temperature selected. Perhaps there is a lengthy delay period before the unit will switch off? Seems a waste to have the unit constantly running.
The first time I selected the unit "ON" I noticed that the engine temperature will rose by about 6 degrees when the unit was in cooling mode and at that rise I turned it off. Have had that kind of "Thermal runaway" on other cars before!
Someones been messing with the AC system - rebuilt compressor and replaced Evaporator and lots of spliced wiring. But it seems to work - hot or cold.

Yes

Yes, but the purpose here is to dehumidify the air. All incoming air is first refrigerated and then heated as needed.
Easy enough...and popular.... to defeat the compressor engagement if you have a mind to

Since the compressor is always engaged there's no reason for engine load and/or coolant temp to change just because the system is in cooling mode.
Cheers
